§ 16-3. Erecting or placing merchandise, buildings, etc.

No person shall erect or place any merchandise, building, sign, gate, fence, post, pole or other thing in, upon or across any street, gutter, sidewalk or highway, without first obtaining permission therefor from the board of mayor and burgesses.
